This visa is for overseas businesses which intend to send one of their company’s key staff to establish a branch or set up a subsidiary in the UK.

No, your initial application can only be submitted from your country. After being granted a visa, you can apply for a leave to remain visa from within the UK.
Yes, you can bring your family with you once you have been granted a Sole Representative Visa.
Yes, you can apply for ILR if you fulfil all the requirements and stay/work in UK for a total of 5 years.
